Susan B. Parker, MSW/MSP

Ms. Parker’s leadership in public policy includes 10 years each in senior executive posts at the state, Federal and international levels, including Governor’s Cabinets, a Presidential appointment, and diplomatic status at the UN. Ms. Parker’s executive leadership had been applied to community organizations, two Governor’s Cabinet-level agencies in the states of Maine and New Hampshire, the largest public disability insurance program in the world as the Disability Commissioner in the US Social Security Administration and leading two world programs, first as CEO of Rehabilitation International, New York, and the disability directorate, International Labour Office (ILO), Geneva.

She now leads the Policy Development Division in the Department of Labor’s (DOL) Disability Employment Policy agency, the U.S. government’s only assistant secretary-led employment and disability policy agency. Within the DOL she coordinates international disability by organizing/ leading delegations to the European Union and conducting bilateral overseas meetings. While RI’s Secretary General (1993-98), a federation of 200 disability organizations and government ministries in all world regions, and the Disability Program Director (1998-2001) in the IL O, United Nations, she undertook missions to the front lines of African armed conflicts to assess the economic and social situation of people with Disabilities and the general population devastated by years of civil conflict.

She has extensive field experience in community psychiatric work with chronically mentally ill people and those with developmental disabilities, the direct service work informing the building of community and statewide services systems and closures of large institutions in New Hampshire and Maine. Implementing the vision of top elected officials – heads of state, elected political leaders, opinion leaders heading world organizations, all have sought her support and guidance knowing the job will be done.

Ms. Parker holds the MSW and MSP degrees, both awarded by Boston College with MIT, in addition to the Bachelor of Science, University of Vermont, majoring in English and French. She resides in Greenland, New Hampshire and Alexandria, Virginia.
